Suspicious death at Niagara Detention Centre leads to murder charges

Two men each facing one count of second degree murder in June 10 death

Police in Niagara say they have charged two suspects in connection with a suspicious death at Niagara Detention Centre last summer.

On June 10, 1 District (St. Catharines/Thorold) officers were called to the detention centre at around 6:30 a.m. in response to a medical/emergency call.

When they arrived, along with Niagara EMS paramedics, they located a 52-year-old male inmate who was without vital signs. 

First aid/CPR was commenced before the man was pronounced deceased.

The incident has remained under investigation by detectives with the Niagara Regional Police Service Homicide Unit, police said in a news release.

Following a lengthy investigation and with cooperation from the Niagara Detention Centre, two suspects have been arrested and charged.

Jeremy Lowes-Kennedy, 19, of Welland and Kelvin Justin Bascus, 39, of St. Catharines each face one count of second degree murder. 

Both are currently being held in custody pending a bail hearing Feb. 22 at the Robert S.K. Welch Courthouse in St. Catharines.

Police said the investigation is ongoing. 

None of the allegations have been tested in court and the accused are considered innocent unless proven guilty.
