St. Catharines man accused of sexual assault of a minor

In January of 2024, Niagara Regional Police Service (NRPS) detectives assigned to the Child Abuse Unit (CAU) commenced an investigation into an alleged child sexual assault that occurred in the City of St. Catharines

The victim in this matter is a youth female. The offences are believed to have occurred between September 2023 and January 2024 when the victim was 15 years old. The victim and the suspect met over the internet.

As a result of the investigation, Kenneth Vivian (26 years old) of St. Catharines was arrested on March 14, 2024, and is charged with the following Criminal Code offences:

  • Sexual assault on a person under 16 years of age
  • Invitation to sexual touching under 16 years of age
  • Sexual interference on a person under 16 years of age

Vivian is being held in custody pending a bail hearing that is expected to take place on March 14, 2024, at the Robert S.K. Welch Courthouse located at 59 Church St. in the City of St. Catharines.

Detectives have reason to believe their may be more victims and are asking the public to contact police if anyone has any information or if anyone may have been a victim.
