Police seize suspected drugs with street value of $60K in Niagara-on-the-Lake traffic stop

On July 1, 2021, at approximately 4:30 p.m., a 2 District – Niagara Falls uniform officer was on patrol in a marked cruiser on the 405 Highway near Stanley Avenue in Niagara on the Lake.

The officer observed a blue 2003 Audi eastbound on the 405 Hwy. A database check of the vehicle determined the registered owner was a suspended driver. The officer initiated a traffic stop. One of the passengers in the car was not wearing a seatbelt and provided a false identity to the officer. As the officer was attempting to confirm the identity; a number of suspected drugs and proceeds of crime money were found in the car. 

All three of the persons in the car were subsequently arrested.

Officers seized:

  • Suspected methamphetamine - 128.4 grams. (Est. street value - $10,000)
  • Suspected fentanyl – 188.2 grams. (Est. street value - $50,000)
  • $988 Canadian Currency

Jesse Marius Lalande (37 year old) of St. Catharines was arrested and charged with the offences of:

  • Possession of a schedule I substance for the purpose of trafficking (Methamphetamine), s. 5(2) CDSA
  • Possession of a schedule I substance for the purpose of trafficking (Fentanyl), s. 5(2) CDSA
  • Possession of proceeds of property obtained by crime (under $5,000), s. 355(b) CC
  • Obstruct Police Officer, s. 129 CC
  • Fail to comply with order, s. 145 (5) CC (2 Counts)
  • Passenger - fail to properly wear seatbelt, s. 106(3)(b) HTA

Sarah M. Lyon (37 years old) of Niagara on the Lake was arrested and charged with the offences of:

  • Possession of schedule I substance, s. 4(1), CDSA.
  • Possession of a schedule I substance for the purpose of trafficking (Methamphetamine), s. 5(2) CDSA

Charles Ian Buckingham (41 years old) of Niagara on the Lake was arrested and charged with the offences of:

  • Possession of schedule I substance, s. 4(1), CDSA.
  • Possession of a schedule I substance for the purpose of trafficking (Methamphetamine), s. 5(2) CDSA

Lalande was held in custody to attend a video bail hearing at the Robert S. K. Welch Courthouse on July 2, 2021.  Lyon and Buckingham were both released on Form 10 Undertakings with future court dates.
