In late 2023 and 2024, Niagara Regional Police Service (NRPS) detectives from the 2 District Street Crime Unit began an investigation in relation to the sale of illegal drugs by several persons in the Niagara Falls area.
On Tuesday, Feb. 13, detectives from the 1 District, 2 District and 3 District Street Crime Units with the assistance of the NRPS Emergency Tactical Unit executed four separate Controlled Drugs and Substances Act search warrants in Niagara Falls.
As a result, police seized the following:
- 2428 Oxycodone pills (value $12,140)
- 104.2 grams of MDMA (value $2,046)
- 18.4 grams of crack cocaine (value $1,840)
- 488.5 grams of cocaine (value $48,850)
- $4,810 in currency
Dorina Cera, 22, of Niagara Falls was arrested and charged with the following offences:
- Possession of proceeds of crime under $5,000
Clifton Maxwell, 44, of Montreal was arrested and charged with the following offences:
- Possession of a controlled substance for the purpose of trafficking (cocaine)
- Possession of a controlled substance for the purpose of trafficking (oxycodone)
Brima Kemokai, 44, of Lasalle, Que. was arrested and charged with the following offences:
- Possession of a controlled substance for the purpose of trafficking (cocaine)
- Possession of a controlled substance for the purpose of trafficking (oxycodone)
- Utter forged document
Kemokai is also wanted in Alberta for several charges and has a Canada Wide Warrant related to his immigration status.
Nadine El-Asmar, 34, of Niagara Falls was arrested and charged with the following offences:
- Possession of a controlled substance for the purpose of trafficking (cocaine)
- Possession of a controlled substance for the purpose of trafficking (oxycodone) x 2
- Possession of a controlled substance for the purpose of trafficking MDMA
- Possession of proceeds of crime under $5,000
Conrad Douglas, 41, of Niagara Falls was arrested and charged with the following offences:
- Possession of a controlled substance for the purpose of trafficking (cocaine) x 2
- Possession of a controlled substance for the purpose of trafficking (oxycodone) x 3
- Possession of a controlled substance for the purpose of trafficking MDMA
- Possession of proceeds of crime under $5,000 x 2
All of the accused were held in custody pending a video bail hearing that was expected to take place on Feb. 14 at the Robert S.K. Welch Courthouse located at 59 Church Street in St. Catharines.
Detectives have also issued a warrant for the arrest of:
Alexander Fraser-Maxwell, 40, of Montreal.
He is wanted for:
- Possession of a controlled substance for the purpose of trafficking (cocaine)
- Possession of a controlled substance for the purpose of trafficking (oxycodone)
FRASER-MAXWELL is described as:
- Male
- Black
- 6-foot-3
- Slender
- Black hair
- Brown eyes
