Impaired driver arrested after dropping children off at school

The driver allegedly had an open container of liquor in the car

On Monday, Oct. 4, 2021, 1 District (St. Catharines) uniform officers were conducting general patrol when they conducted a traffic stop for a suspected suspended driver in the area of Niagara Street and Lakeshore Road, in the City of St. Catharines.

Investigation revealed the driver operating the vehicle had just dropped off his children at school and was observed with an open can of beer in the passenger seat. Further investigation revealed that he was displaying signs of impairment. As a result the driver was asked to provide a breath sample which indicated a fail.

Adam Manuel (37 years old) of Lincoln, was arrested and charged with the following offences:

  • Impaired Operation of a Conveyance - Exceed BAC, 320.14(1)(b) CCC
  • Impaired Operation of a Conveyance, 320.14(1)(a)  CCC
  • Driving while under suspension, 53(1) HTA
  • Drive motor vehicle - no license, 32(1) of the HTA
  • Owner operate motor vehicle on a highway - no insurance, 2(1)(a) CAIA
  • Surrender false insurance card, 2(3)(b) CAIA
  • Knowingly use false insurance card, 13.1(1)(b) CAIA
  • Driving a motor vehicle with open container of liquor, 32(1) LLA

Manual was held in custody pending a bail hearing to ensure the safety of the public, and was expected to appear in court on Oct. 4, 2021.
