In June of 2020, detectives from the Human Trafficking Unit, with assistance from the Special Victims Unit and Intelligence Unit, of the Niagara Regional Police Service (NRPS) and the Human Trafficking Unit from the Halton Police Service, began an investigation into Human Trafficking from a Niagara Falls Residence, in the area of Buckeye Crescent and Kalar Road.
Further investigation revealed that there were additional victims.
On Nov. 11, 2020, two suspects are facing addition charges.
Kelly A. Downey (41 years old) of Niagara Falls, was charged with the following offences of:
- Kidnapping with a firearm, contrary to section 279(1.1)(a) of the Criminal Code
- Assault, contrary to section 266 of the Criminal Code
- Forcible confinement, contrary to section 279(2) of the Criminal Code
- Fail to comply with probation order, contrary to section 733.1(1) of the Criminal Code
Downey has been held in custody, with a future court date.
Dameon K. Mcdonald (43 years old) of Niagara Falls, was arrested and charged with the following offences of:
- Kidnapping with a firearm, contrary to section 279(1.1)(a)
- Forcible confinement, contrary to section 279(2) of the Criminal Code
Mcdonald has been held in custody pending a bail hearing that is expected to take place on Nov. 12, 2020, at the Robert. S.K Welch Courthouse, located at 59 Church Street, in the City of St. Catharines.
As a result of the investigation, detectives have reason to believe that members of the public may have further information in relation to the offences and that there may be more victims.
