One person charged in Monday's fatal crash in Welland

Update 1 - Oct. 27, 2020

Detectives from the Niagara Regional Police Service Collision Reconstruction Unit continue to investigate the circumstances around the collision.

The deceased is a 39-year-old man from Welland. His identity is not being released out of respect for the next of kin. At the time of the collision the deceased was alone in the car.

On Oct. 26, 2020, Stephen Bangsund-Salter (30 years old) of Welland was arrested and charged with the criminal offence of:

  • Dangerous operation causing death contrary to section 320.13(3) of the Criminal Code

Bangsund-Salter was held in custody and attended a video bail hearing at the Robert S. K. Welch Courthouse in St. Catharines on Oct. 27, 2020.

Businesses or residences east or west of the collision location on Webber Road are asked to review their Oct. 26, 2020 security camera footage between 6:50 a.m. and 7:10 a.m. for anything of a suspicious nature.

Members of the public with dash board cameras, who may have been driving in the area of the collision are also asked to review their recorded footage.

Original Release - Oct. 26, 2020

On Monday, Oct. 26, 2020, at approximately 7 a.m. emergency services (police, fire, EMS), responded to a report of a serious two-vehicle collision in the area of Webber Road and Murdoch Street in Welland.

Officers quickly arrived on scene to find members of the public attempting to rescue the trapped driver of an overturned black Pontiac Grand Prix that was in a ditch. The car was on fire. Officers also tried to rescue the trapped man, but were unable to do so due to the intense flames. The man died at the scene.

Further investigation by officers at the scene determined the Grand Prix had been traveling west bound on Webber Road in a group of vehicles prior to it leaving the roadway. The cause for the Grand Prix losing control and leaving the roadway remains under investigation.

A driver of one of the other vehicles in the group the Grand Prix had been traveling amongst was arrested at the scene. The driver's name is not being released at this time.

The investigation has been taken over by detectives from the Collision Reconstruction Unit. They are being assisted by detectives from the Forensic Services Unit, the 3 District Welland Detective Office and the Traffic Enforcement Unit.
