Impaired driving charges laid in fatal single-car rollover

A 38-year-old St. Catharines man has been charged with impaired driving causing death in connection with a single-car accident that killed a female passenger last Saturday.

Brandon Joseph Rioux was arrested today and will remain in custody pending a bail hearing tomorrow.

The fatal accident occurred shortly after 10:30 p.m. on July 9, when a car rolled over on York Road in Niagara-on-the-Lake, between Concession 1 Road and Concession 2 Road.

The female passenger was pronounced dead at the scene. Firefighters were able to extricate the male driver from the car.

Continued investigation by detectives with the Collision Reconstruction Unit has resulted in charges being laid against the male driver.

On Friday July 15, 2022, 38-year-old Brandon Joseph Rioux of St. Catharines was arrested and charged with the following offences:

  • Impaired Operation of a Conveyance / Alcohol / Causing Death Section 320.14(3) CCC
  • Impaired Operation of a Conveyance / Exceed Blood Alcohol Concentration Section 320.14(1)(b)

Roux is currently being held in custody pending a bail hearing on Saturday, July 16, 2022 at the Robert S.K. Welch Courthouse in the City of St. Catharines.

Detectives assigned to the Collision Reconstruction Unit are appealing to members of the public who may have been in the area at the time of the collision.  Residents with CCTV footage that captures York Road between Concession Road 1 and Concession Road 2 and motorists who were in the area with an operational dash-camera, are encouraged to review their footage and contact the lead detective at 905-688-4111, option 3, badge 1009569 with any relevant information.

On July 9th, 2022, at 10:34pm Niagara Regional Police Service (NRPS) officers assigned to 2 District (Niagara Falls / Niagara-on-the-Lake) responded alongside Niagara Emergency Medical Service (NEMS) paramedics and members from the Niagara-on-the-Lake Fire Department for reports of a single vehicle collision on York Road between Concession 1 Road and Concession 2 Road, in the Town of Niagara-on-the-Lake.

Upon arrival, officers located a single vehicle that appeared to have rolled over.  An adult female was pronounced deceased at the scene.  An adult male was extricated from the vehicle by members of the Niagara-on-the-Lake Fire Department.  

Paramedics provided medical care to the adult male prior to transporting him to a local hospital for further medical treatment.  The adult male is currently listed in serious condition.  The identity of the deceased adult female and the identity of the injured adult male is not being released.

York Road between Concession 1 Road and Concession 2 Road has been closed to both vehicular and pedestrian traffic, as detectives assigned to the Collision Reconstruction Unit and detectives assigned to the Forensic Services Unit conduct their investigation.  The road closure can be expected to last for the next several hours.

Detectives assigned to the Collision Reconstruction Unit are appealing to members of the public who may have been in the area at the time of the collision.
