The Repeat Offender Parole Enforcement (ROPE) Squad is requesting the public's assistance in locating a federal offender wanted on a Canada-wide warrant as a result of his breach of full parole.

Douglas Spiers (formally Douglas Stokes) is described as a male caucasian, 40 years of age, 5'10" (178 cm), 163 lbs (74 kgs) with brown (balding) hair and hazel eyes. He usually has facial hair and wears glasses. Tattoo upper right arm of a cross.

He is serving a life sentence for second degree murder for which he served 12 years prior to being eligible for parole in 2013.

The offender is known to frequent the Cities of Welland, Dunneville, St. Catharines, Hamilton and Toronto, Ont. He has ties to Vancouver, BC.
