Police hope to speak to man who stopped 12-year-old boy in parking lot

Detectives would like to identify the man and determine his intentions

On Feb. 10, 2020 at approximately 9:40 a.m., 3 District Welland uniform officers responded to Gordon Public School in the area of Thorold Road and Clare Avenue in Welland for a report of an unknown man who had spoken to a young person.

The investigation determined that at approximately 8:45 a.m., a 12-year-old boy was on his way to school in the area of the Food Basics Grocery Store on Thorold Road. The boy was running through the parking lot as he was late for school. A man in the parking lot had a brief conversation with the boy. There was no physical contact with the boy.

When the boy arrived at school he reported it to school personnel.

The investigation by uniform officers and detectives thus far has not determined that a criminal offence has occurred. Detectives would like to identify the man and determine his intentions.

The unknown man is physically described as:
    •    Black
    •    approximately 5'10 tall
    •    25-35 years old
    •    scruffy brown facial hair
    •    medium build
    •    long brown dreadlocks hair (in a bun)

He was wearing:
    •    A black waist length coat with a hood
    •    White shirt
    •    Grey jogging pants tucked into brown work boots
