April 16 update:
On April 15, 2021, detectives along with the Emergency Tactical Unit arrested two individuals in relation to the April 14 shooting in the area of Ridge Road North and Hibbard Street in Fort Erie.

Cole Lochhead, 19 years old of Fort Erie, was arrested and charged with the following offences of:
    •    Aggravated assault
    •    Assault

A 16-year-old female from Fort Erie was arrested and charged with the following offences of:
    •    Aggravated assault
    •    Assault

Lockhead and the 16-year-old female were held in custody and expected to appear in court on April 16, 2021.

Detectives have also identified the suspect who is believed to be the shooter as Kia Pagan-Sandino, 19 years old of Fort Erie.

Pagan-Sandino is described as being:
    •    White
    •    5’7
    •    140 lbs
    •    Slender
    •    Brown hair
    •    Brown eyes

Pagan-Sandino is wanted for the charges of:
    •    Aggravated assault
    •    Assault
    •    Pointing a firearm
    •    Discharge a firearm
    •    Unauthorized possession of a firearm
    •    Careless use of a firearm
    •    Possession of a firearm contrary to prohibition order
    •    Fail to comply with release order and fail to comply with probation order

Kia Pagan-Sandino is known to frequent the Fort Erie and Port Colborne areas. He is considered armed and dangerous, do not approach. Anyone with information on his whereabouts can contact 905-688-4111 ext. 1022320 or Crime Stoppers.

The Youth Criminal Justice Act prohibits the NRPS from releasing the name of a youth.

Original April 15 release:
On April 14, 2021 at approximately 11:45 p.m.,  5 District (Fort Erie) uniform officers from the Niagara Regional Police Service responded to a report of a shooting.

Officers responded to the area of Ridge Road North and Hibbard Street where they located the victim. The victim, a 23-year-old male, was found to be suffering from a serious gunshot wound.

He was treated by Niagara Emergency Medical Services and transported to an out of region hospital. He remains in critical condition.

Detectives are currently looking for three male suspects. Two males were dressed in black clothing. The third male suspect is described as being taller wearing a red hoodie.

The incident is currently under investigation with detectives asking that residences and businesses in the area check their surveillance cameras for any suspicious activity.

This is believed to be a targeted incident.
