Five charged during Thorold drug bust

During the month of August 2020, the Niagara Regional Police Service St. Catharines Street Crime Unit began investigating the sale of illicit drugs by multiple individuals from two residences in the city of Thorold. The addresses being in the area of Clairmont Street near Chapel Street South and Chapel Street South near Portland Street.

On Aug. 28, 2020, warrants to search these residences were issued under the Controlled Drugs and Substances Act. The St. Catharines Street Crime Unit as well as members of the 1 District Detective Office executed the warrants arresting several people.

Mark Kogan (57 years old) of Thorold has been arrested and charged with the alleged offences of:
    •    Possession of a Schedule I Substance (fentanyl) for the purpose of trafficking
    •    Possession of a Schedule I Substance (hydromorphone) for the purpose of trafficking
    •    Possession of a Schedule I Substance (cocaine) for the purpose of trafficking

Travis T. Gillan (50 years old) of St. Catharines has been arrested and charged with the alleged offence of:
    •    Possession of a Schedule I Substance (cocaine)

Russel Grant Scott (32 years old) of Thorold has been arrested and charged with the alleged offences of:
    •    Possession of a Schedule I Substance for the purpose of trafficking (crystal methamphetamine)
    •    Possession of a Schedule I Substance for the purpose of trafficking (cocaine)
    •    Possession of a Schedule I Substance (fentanyl)
    •    Possession of a prohibited / restricted device knowing its possession is prohibited (brass knuckles)
    •    Fail to comply with probation order

Candy Noreen Stewart (51 years old) of Thorold has been arrested and charged with the alleged offences of:
    •    Possession of a Schedule I Substance for the purpose of trafficking (crystal methamphetamine)
    •    Possession of a Schedule I Substance for the purpose of trafficking (cocaine)
    •    Possession of proceeds of property obtained by crime under $5,000

Todd James Turner (33 years old) of Thorold had been arrested and charged with the following alleged offence:
    •    Possession of a Schedule I Substance for the purpose of trafficking (crystal methamphetamine)

As result of the investigation detectives seized the following suspected drugs as evidence:
    •    Crystal methamphetamine with an estimated street value of $5,900
    •    Cocaine with an estimated street value of $4,900
    •    Fentanyl  with an estimated street value of $150
    •    Hydromorphone with an estimated street value of $180

Detectives also seized $3,300 in Canadian currency believed to be proceeds of crime.

Scott and Kogan were held in custody for a video bail hearing to be held on Aug. 28, 2020 at the Robert S. K. Welch Courthouse in St. Catharines.

Turner, Stewart and Gillan were released from custody on a Form 10 Undertakings with future court dates.
