Despite notifications in other news sources indicating otherwise, the traffic pattern in the Thorold Tunnel has not changed. An update was issued by the Ministry of Transportation (MTO) but nothing was changed in the current construction situation there.

The MTO sent this to the Thorold News:

There are no changes to the Thorold Tunnel construction schedule. The Ministry sent a reminder of the traffic configuration at the Thorold Tunnel through our Ontario 511 and TRIS (traffic bulletin) services.

Construction is currently ongoing in the south tube. The north tube is currently open with a single-lane of traffic accommodated in each direction. Traffic is separated by a concrete median barrier.

The anticipated completion date for the south tube is March 2020. Construction in the north tube will start in spring/summer 2020.
